    Responding to complaints from two Benton Harbor City Commissioners, Berrien County is launching an inquiry into whether any of a $2 million HUD grant was spent improperly.Speaking during the public comment period of Thursday's Berrien County Board of Commissioners meeting, Benton Harbor City Commissioners Duane Seats and Mary Alice Adams aired concerns about how a $2 million federal grant to combat lead poisoning was being used.
